in option A and B.
skill level compare with other test takers. it is wrong.

IN option C is skill level compare with skill level by usage of that. hold on.

In option D, pronoun they does not have an antecedent.

In option E your skill level compare with skill levels of others.

if you compare C with E. IN option C others are plural. so you need skill levels not skill level.

In option E is clearly mentioned. so option E is correct.

Skill cannot be compared to a person.

(A) a percentile ranking that compares your skill level with other test takers from the past three years

(B) a percentile ranking, which compares your skill level with other test takers from the past three years
same error repeats as above.

(C) a percentile ranking that compares your skill level with that of other test takers from the past three years
skill level becomes plural when it is combined of all other test takers.
that cannot refer to plural verb.

(D) a percentile ranking, and they compare your skill level with those of other test takers from the past three years
pronouns they and those does not have a proper antecedent.
those incorrectly refers to skill level, which is singular subject.

(E) a percentile ranking that compares your skill level with the skill levels of other test takers from the past three years
This removes all the ambiguities in above options.

This is a below 600 level question.

some grammar book agree that
single noun+of +plural noun is correct
the mouth of the tigers of that kind is terrible

if this question is from gmac , gmat dose not agree to this rule and we have to choose E. if we face this split between single and plural. choose the more reasonable which is plural.

I have not seen offical answer which test this point

(A) a percentile ranking that compares your skill level with other test takers from the past three years
Incorrect comparison, you can't compare a very term related such as skill level with any person, so it can be discarded

(B) a percentile ranking, which compares your skill level with other test takers from the past three years
Incorrect comparison, on very similar grounds as first option, kindly note use of which will be still wrong, as it is meant to be necessary information

(C) a percentile ranking that compares your skill level with that of other test takers from the past three years
In this case GMAT insists that any "New copy" that or those agree with previous version, if you must change the number repeat the pronoun, Comparison of skill level of a person with those of other test takers, those is wrong in this case

(D) a percentile ranking, and they compare your skill level with those of other test takers from the past three years
Broadly it eliminates the necessary link b/w the two and they in this case refers to Antecedent that doesn't exist so wrong

(E) a percentile ranking that compares your skill level with the skill levels of other test takers from the past three years
Correct :), it eliminates all the discrepancies and it repeats the noun "skill level" as required

that is singular while test takers is plural.

Multiple test takers have multiple skill levels. So that does not work, because, being singular, it does not represent multiple skill levels.
