B has a change in meaning.

William Blake experienced visions of God continuously in his Childhood.

However the original sentence means that the

William Blake experienced visions of God frequently in his Childhood.

"visions of god" * is the subject;therefore "modifier 'who' isn't an apt modfier.

khv It's not quite right to say that "visions of God" is the subject. It's actually the object. "Blake" is the subject and "experienced" is the verb. However, you're right that "who" is incorrect in B. If we want to modify "visions," we want "which," and if we want to modify "God," we'd want to use "whom" unless God were actually serving as the subject (performing an action). If God is just being seen, then we want the object form: "whom."

From a very early age, the poet William Blake reportedly experienced visions of God, whom, he claimed, continued to return to him throughout his childhood.

a. whom, he claimed, continued to return to him throughout his childhood
b. who he claimed to have seen continuously throughout his childhood
c. he claimed, which having continued throughout his childhood to return to him
d. which, he claimed, continued to return to him throughout his childhood
e. which, having claimed this, continued to return to him throughout his childhood

What is the problem with A ? God also can come to dreams . How it is identified that visions has to be modified ? Please help.

Perfectly possible !!
The problem with A is with "whom". "whom" is a object pronoun, so must act as an object. In A, "whom continued... " is incorrect, it must be "who continued". At the same time, B uses "who" incorrectly, it must be "whom" - because we need an object for "claimed", hence an object case pronoun.

Moreover, you don't need to decide whether "which" refer to "God" or "visions of God" because there are no splits such as "which have/ which has". At times, you may need to decide on the reference - https://gmatclub.com/forum/for-many-rev ... 60640.html - but then, it will be very clear from the surrounding context what "which" needs to refer. Here, honestly, its not that much clear ... because,
What you are describing is a claim, "he claimed" is the keyword here, so He can claim anything - be it impossible alternatives that God, instead of visions of God, returned to him throughout his childhood. So, this is not the correct split to rely on.
