If you're not currently living in the US, then you really will have to wait until next year for applications to full-time programs if you can't get your applications in for the R2 deadlines (and that includes the TOEFL exams) simply because it takes a while to get your US immigration papers approved. As for part-time and exec programs, you will need to be living or working in the US for it to be feasible - which also requires that you need your immigration papers in order.
