You've got a great profile! I unfortunately can't speak to programs in India that specialize in Ops/SCM, but in the US, it ranges from:
MIT, Northeastern, Michigan, Pittsburgh, Tepper as some of the top 10 operations programs. If you're looking for the top general mgmt programs with strong ops programs, you're looking at MIT, HBS, Kellogg, Booth, Michigan, Tepper. Other programs, like Northeastern and Pittsburgh are lower ranked in terms of general MBA programs but are reputed for operations.
So, it depends what you want. I'd say your stretch programs would be MIT, HBS; Targets would be Kellogg, Booth, Michigan, Safeties would be: Tepper, Northeastern, Pittsburgh. Really depends what you're looking for.
As for scholarships - there are some merit scholarships given out at each program, and these are usually based on combination of academic achievements and professional achievements (criteria may vary) -- so, for these, improving your GMAT can't hurt. You'll also, of course need to focus on essays regardless.
