I would go for (C) for parallelism.
and the use of whether.

Correct, although use of "is" present tense confuse me bit, should it be "was" (ultrasound was any better?? )
D.that more research was needed to determine that balloon angioplasty preceded with ultrasound was any better for heart attack patients than
not bringing out the contrast that is introduced by the usage of "but".
E.that more research was needed for determining that balloon angioplasty preceded by ultrasound is or is not any better for heart attack patients than is

I am going with C. Jus could find only one mistake of inappropriate usage of "whether"

C reads like this

Coming to parallesim

that more research was needed to determine

The above 2 clauses about the researchers aggrement as needed should be in parallael.

whether is needed 'cos there are options more than 1

The underlined thing should be referring to doctor's agreement so we need a that

Also but is an negation/deviation from the original idea so it should be parallel with the clause

the study of new treatments for heart attack patients was extremely important

So C is correct IMO
