I would not recommend applying to more than 8 programs, as you will end up spreading yourself too thin among all of the applications.
For your list of schools, you should first identify what you are looking for in a program (post-graduate opportunities, location, etc.). At that point, you should consider your application and the competitiveness of the school. The programs you have listed will provide very different experiences, so it is important to find out what you are really looking for. You should also consider where you might be interested in working after graduation, and whether the school has ties to that industry or particular company.
