Split 1 : "Seeking to spur science education " should modify "national Science Foundation" to make the meaning clear .
Drop A, B, and C
Now D and E are grammatically correct but D has meaning error .
The goal of the Nation Science Foundation is to promote science education. To accomplish this goal they will spend 25 million dollars over the 10 years.
In D we have "to" infinitive at the wrong place it should be before promote to establish causality.
E is correct

The dangling modifier Seeking to spur science education must qualify the subject here – the National Science Foundation.

This clue can help us eliminate options A, B, and C.

Option D uses ‘is to spend’ and ‘for promoting’ which are not the best options when you consider Option E. The infinite form of the verb should be used instead of ‘for promoting’

Option E is the best choice.

Looking at the first clause Seeking to spur science education this is the biggest hint in this problem

First question to ask is who is seeking. It should be next to comma therefore the National Science Foundation should be there so only d and e are remaining
Now the the National Science Foundation wi be doing something and is not currently doing something so option e is correct
