THis question test parallelism

WE cannot compare "the environmental and natural resource base of countries" to other coountries.

So the answer is C, those refer to the environmental and natural resource base

Though u made me think for a while, after re-reading the sentence i don't feel the comaparison is between resource base; it's between the countries.

So A should be correct answer.
