(A) is finally being revised, after many attacks recently as dated and culturally baised
- sentence is disjointed

(B) has recently been attacked as dated and culturally biased and is finally being revised

(C) is finally under revision for receiving much recent attack as dated and culturally baised
- ...under revision for receiving... is not idiomatic

(D) was finally revised recently because it is being attacked as dated and culturally biased
- 'is being attacked' is inappropriate with 'was finally revised'

(E) is finally to be revised after recent attacks as dated and culturally baised

Between B and E, I'll go with B. The present perfect 'has recently been' tells us the system was attacked in the past for being outdated and biased, and that is still a fact today. 'being revised' tells us that the process of revision has not started but will start soon and it comes after prolonged attack on the system.

B it is.
