D is best.
A and E are eliminated. Greater should be used because money is a countable noun.
In B, they is incorrect because the school board is singular.
In C, time is not a countable noun so greater should not be used.

IMHO money is almost always a non countable noun.
To test that a noun is countable or not, fill the noun in sentence below:
One _________, two _______S, three _________S
Time is sometimes countable and sometimes non-countable. Just fill in the above and see.
However nakib's explanation seems pretty reasonable. Thanks a lot dear.
If "C" would have been A, "it"....B, and it ...C" then my explantion seems correct.

lets see, first of all the board is a collective noun therby requires a singular pronoun.
so A an B is out. in C the use of to make greater the amount is incorrect.
so we are left with D and E.
now if we look at the sentece structure we will see that the board decided to reduce....... and to increase ...... , and decided to......
D uses this construction correcty.
E is wrong because in a list it uses 2 and.
Spledid work by the
OA id D.
OE:
Spot the Error:
The error is indicated by the Listof things the school board decided to do
Rule and Fix:
A list must be of all nouns or all verbs and must be balanced. The current list (decided to reduce ... to increase...and they decided to) is not grammatically similary (parallel) and must be corrected.
POE:
A, B and C all have the list error.
Chunk and Compare:
Both D and E make the list two seperate list (decided to reduce and to increase... one list.. the other list "board decided to x and it decided to y).
Compare D to E.
D uses "make the money allocated greater" but E uses "make the money allocated larger" larger defines physical size where greater more clearly defines amounts or relative size.

I will go for D but I dont 100% agree with the OE...
first of all , board is a singular noun...so we need "it" after the IC to correctly refer to the board....all other choices use they...which is incorrect. also D maintains ||ism while E breaks it by using a depending Clause after "and"....after "and" we should have an IC.
