Really weird/unclear question.

Both C and are best fit here but I think that both are incorrect

C. those of losses rise
D. the rate of loss rises

IMHO correct ones

C. that of losses rise
D. the rate of loss rise

But again the use of 'the rate' in D is awkward, in such cases always should be used that/those.

Any ideas?

I thought it was clear D

The World Forestry Association has predicted that the rate of addition to wooded lands will drop while the rate of loss rises.

Rate of X will drop, while rate of Y rises. "WHILE" means that rate of X will drop during the process of rising of Y... makes sense

'those' is incorrect... because it shows that rate is plural, which isn't the case so A and C are out

E is awkward and wordy and isn't ||. B isn't || either.

It should be B.

the rate of [b]Addition [/b]is dropping. And not rate.

I thought it was Ellipsis kind of problem... has anyone heard of it? can't we infer that we are talking about the same rate?

The World Forestry Association has predicted that the rate of addition to wooded lands will drop while the rate of loss(to wooded lands) rises.

A - 'those' points to a singular 'rate' which is wrong
B - 'it' has no referent
C - same problem as A
E - lacks parallelism, lenghty, awkward

D is good. maintains parallelism and does not lacks clarity. 'the rate of addition to A" will drop while "the rate of loss (to A) will rise"

AC out , those wrong since rate sing.
B. rises for : incorrect
E :there are rises : clearly incorrect

For me D is obviously the correct choice.// rate of addition and rate of loss.

Exactly,
just read that sentence again and thought the same thing -WHILE, and after this read your explanation.

So 'D' in this case make sense.
