TierI or TierII - Operations

Hi All,
I just crossed the first hurdle GMAT (too tired and stumped on seeing the next one, hopefully gmatclub will be to the rescue as before
I had a few questions, any advice would be greatly appreciated. I am looking to specialize in operations.
Planning to enter the program Fall 2006. Quick summary of case below the questions:
1. I am looking at specializing in Operations, so which schools would be good at these?
2. Would applying to top tier schools be a good choice? or a mix of tierI and tierII?
3. So far I have looked at Kellogs, Wharton (tier i) and
haas and tucks (tier ii) ?
Summary:

GMAT : 680(Q49V34 i.e. 90/72 percentile)
Experience : 7years.
Currrently : Lead position - team of 6 - major US firm.
PG GPA: 3.5
UG GPA: 3.9
Part-time writer(hopefully essays can be good), published books and journals. Some social service.Planning to take some MBA classes.
