The program is designed to improve physical fitness. It's been called a success. E tells us that physical fitness hasn't really improved, even if the number of kids playing sports has doubled.

A: strengthens
B: irrelevant
C: the fact the students will continue to play is irrelevant
D: strengthens

E: if no improvement then the plan has failed. Remember this is the objective: "To improve the physical fitness of its students,School District 4 instituted a policy whereby students would be given extra credit in physical education for extracurricular athletic activities."

should be E. Basically we want to show that just because enrollement in the program increased, doesnt mean the kids are any better off. They could have just joined and done nothing.

A is close because it almost hits the nail on the head, but it leaves open the possibility that even though the kids only joined for extra credit, it doesnt mean that they didnt participate and get more fit.
