If "equally" is actually supposed to be underlined, then I choose (D).

If not, then (A) is the lesser of the evils.

D it is!

If you ignore the "and less addictive than" part, the sentence is comparing the effectiveness of moderate exercise and sedatives. Therefore you need "as" between equally and effective.

i.e It is incorrect to say that "something is good as something else". You must say "something is as good as something else".

Therefore its either B or D. "while being" in B is unnecessarily wordy.

To relieve anxiety, moderate exercise can be equally effective as, and less addictive than, most sedatives.

A) effective as, and

B) as effective as, while being

C) effectively equal to, but

D) as effective as, and
>> equally as effective as is awkward/wordy.

E) effective, and

OA is ^ D ^

Well, being confused by "equally" i chose A when i answered this question while studying.
But later i understood that whatever it is, we should not neglect the rules: "as ... as" is the correct usage here and "equally" is the adverb modifying this comparison.

for question like this one, always choose => AC with as .........as, and less..........than. none of the choices are complete idiom except D.
