I have seen people (not many) get into elite (Top 5) schools with low GPAs by (a) nailing the GMAT (aiming higher than 700), (b) creating an alternative transcript at a school at least as rigorous as their undergrad institution (statistics and accounting are starting points), and (c) having strong work experience and a powerful personal story (that perhaps partly explains the weak GPA). It can be done, but you should aim lower than the elites if you can.
