We, the Town Councilmen, encourage the use of hemp shopping bags instead of plastic bags to limit non-biodegradable garbage, we propose to ban the sale of any plastic bags for which there are hempen substitutes. The Council’s experts have argued that hempen bags are healthier for the environment, because most hemp varieties are completely biodegradable.

A) Irrelevant Distinction & No Tie to the conclusion [Does not affect the ban of plastic bags]

B&C) If anything, both answer choices strengthen the idea that the plan will eventually work/can be enacted

D) Correct If people simply purchase the plastic bags from neighboring towns and use them in their hometown, the plan will fail to preserve the environment.

The new tools of the forum allow you to hide the OA, without messing up with the reasoning process. Please provide it so that the other users can test accuracy and time. The delay of the OA does not help anyone, it was an old tool to promote discussion.
