I've been to UPenn a bunch of times over the past dozen or so years and nearly ended up at Wharton this fall. It's definitely a much safer place than it used to be. While keeping an eye out for safety is always a good idea, you should be fine as long as you don't head more than 10 or so blocks west or northwest. There's really no reason to head in those directions anyway. Just live in Center City, east of campus... most folks live there and it's more fun.
