Applying to UK schools you would need it in order to get a visa - I would think the US would be the same. That's even if the school would allow it. Better safe and get it to prove you have the capability.

Here is a funny story: When I applied for an MBA I had done my undergrad in France (in French)....so even though I was American and had grown up in the US...I still had to take the TOEFL to apply to Stanford! They made me do it!

If your undergraduate degree was not taught in English and/or if English isn't your first language a lot of schools do require it :)
