X= 2/ 3^7 + 2/ 3^8 + 2/3^9 + 1/ 3 ^9

3^9 is the common denominator.

= Is it legal to cancel the exponents here?

If you had (3^2) * 2 / (3^9) then the answer will be 2/(3^7). You will actually subtract the powers here.

a^m / a^n = a^(m-n)

In this problem though, the answer should be 1/(3^6)
