B. the chips circuits more complex, the power of both the chips and the electronic devices they drive has Seems Correct.

Logic of sentence requires that "middle-income families are especially hard-hit" because of something. "for" acting as because in C fulfills this. Moreover we need to show contrast that these families cannot afford but they are forced for more rentals and "yet" clearly shows that contrast.
IMO C.

I pick B for the first question. My doubt here is "the chips circuits more complex" correct? don't we require are here. ."the chips circuits are more complex" ? Can some one throw lights on this.

Suresh excuse me if I am wrong, as I am not that good in Verbal. But what I suspect is that "are" is unnecessary. "have become" is acting as an ellipsis.

You are right that it is related to parallelism. It is like not repeating same thing again and again and assumed that thing is there. E.g I do cleaning, do washing and do cooking. The shorter way is I do cleaning, washing and cooking. "Do" is acting as an ellipsis in above sentence. Original sentence is clear but sound little awkward, by using ellipsis, meaning of sentence is kept intact but it is made more concise.
