TOEFL doesnt test your verbal skills the same way as GMAT does. It is used more to judge if you can communicate and understand in an English speaking environment. I'd say focus on later at this point of time (if you do not want to retake your GMAT. Good TOEFL is not an alternative to a bad GMAT Verbal score).
