This has been discussed before. I am just hoping for a better explanation

By a vote of 9 to 0, the Supreme Court awarded the Central Intelligence Agency broad discretionary powers enabling it to withold from the public the identities of its sources of intelligence information.

(a) enabling it to withold from the public
(b) for it to withold from the public
(c) for witholding disclosure to the public of
(d) that enable them to withold from public disclosure
(e) that they can withold public disclosure of

I will go with "A", as I don't like any of the other choices.

A is good because 'it' clearly refers to the CIA and 'its' is used in the later part of the sentence that is not underlined. Moreover, the -ing form is need to show the continuing nature of the action in the sentence.

My first impression: a) looks right because "enabling it ..." is a participle that describes "powers."

d) and e) are incorrect due to wrong pronouns. "Them" and "they" are plural, whereas C.I.A. is singular.

c) is incorrect because "for withholding ..." seems to describe "awarded." It explains the reason why the action was done.

b) sounds awkward and is wrong for the same reason that c) is incorrect.

Therefore, the correct answer is A.

Let's see if I'm right ...
