OFFICIAL EXPLANATION



The fact that more money per capita is spent on fire-prevention in the United States than in Japan would be a factor likely to contribute to greater fire loss in Japan than in the United States. Therefore, this factor would be very unlikely to contribute to lesser fire loss in Japan, and A is the correct answer.

B is incorrect. A greater incidence of arson in the United States would indeed be likely to contribute to greater fire loss in the United States. C is also incorrect. More effective fire extinguishing equipment in more Japanese homes would indeed be likely to contribute to lesser fire loss in Japan. D is incorrect. The greater popularity of foam based and plastic furniture in the United States would indeed be likely to be a factor contributing to greater fire loss in the United States, since such furniture is a greater fire hazard than furniture of natural fibers. E is also incorrect. Greater attention to prevention and training by Japanese fire departments would indeed be likely to contribute to lesser fire loss in Japan.

it's crucial to notice we are looking for the statement that works the LEAST - that is, one which points in the opposite direction than what we are told: the US suffering far more from fires than Japan.

A. Significantly more money per capita is spent each year on fire-prevention efforts in the United States than is spent on such efforts in Japan. - yes! This would lead us to expect that the situation in the US would be better, not worse - it does the opposite than explaining
B. The rate of arson, a major contributor to fire statistics in the United States, is almost negligible in Japan. No - this is a contributing factor: it leads us to expect the situation on the US to be worse than in Japan
C. Most Japanese homes, unlike those in the United States, are equipped with specially designed and effective fire-extinguishing equipment. No - this is a contributing factor: it leads us to expect the situation on the US to be worse than in Japan

B, C,D, E, are good explanation for more per capita expanses in US than in Japan.
A is already given in stimulus. A is not contributing factor in difference of expanses in US and in Japan.
Answer is A.
Please tell me if I am wrong.

IMO the answer is A.

Rest all options in some way contribute to the fire costs. But option A talks about fire PREVENTION costs!

The Question Asks which of the factor least likely contributes to the Difference.
All the other factors except D contribute to the cost.

yeah definitely it got to be A sice if lot of amount is lost in fire prevention and no amount of losses happen in actual fire then of course it's got to be A
