I've been preparing for the GMAT and I Must say CR is the only section that haunts me and unfortunately it garners the most number of questions. Here is what happens when I start tackling CR Q's:

CR involves a lot of practice, the more you practice the better it is.
There are some concepts/tricks in CR that make your life easier on the GMAT. So yes you should at least once go through a preparatory course/book.
Regarding the timing issues, they would also go away along with your practice and when you start applying your concepts.
The ideal way would be to go through the theory first and then start solving problems. Make sure that you solve problems that are a true reflection of the official problems.
The Official problems should obviously be a big part of your practice.
If you need additional practice, you can enrol for a preparatory course. Most of the companies including ours offer a free trial period. You can opt for the period and see if the course suits your needs.
