The stimulus falsely assumed that the rise in economic growth is due to the rise in population (cause and effect fallacy). The only answer choices that have a similar pattern is B.

(B) Most of the salespeople are concerned with complaints about the sales manager’s aggressive behavior. They need to consider that sales are currently increasing. Due to this success, no action should be taken to address the manager’s behavior.

in B, the success might be a result of the sales manager's aggressive behavior, although it might not be the case as well. Hence, it is cause and effect fallacy

The structure of the passage is as follows: We have a concern X. But many people don't see the monetary (economic) benefit that X has to offer. Therefore, do not take any action to limit (or treat) X.

(A) In other words, we expect the subscription rates to increase. But we would have had to pay the same as delivery charges. Therefore, postal system users should not be subsidized. - (A) deals with a recommendation that targets a very specific group of people, whereas the passage does not identify any particular group per se. Hence, eliminate (A)

(B) In other words, a concern Y is presented. But there is a monetary benefit linked to Y. Therefore, do not act against Y - As you can see, this structure is quite similar to what we have in the passage. Hence, (B) is the right answer choice.

(C) In other words, a concern is raised. Rather than acting against it, take part in it. - (C) does not describe any sort of monetary benefits. Moreover, (C) encourages to take part in an event (that is the cause of concern), whereas the passage only talks about 'not taking any action'. Hence, eliminate (C).

(D) In other words, a recommendation is put forward. A habit is then described, which must be taken into consideration before acting on the recommendation. In the passage, the main idea was 'to not take any action', which is the opposite of what (D) does. Hence, eliminate (D)

(E) In other words, a concern is raised. An opinion is then presented (that the people who share the concern are mistaken). (E) does not talk about whether a course of action should be taken, whereas the passage does suggest 'not taking any action'. Hence, eliminate (E).
