Thanks guys.. I eliminated this purely based on help. However can someone tell me how to choose between restore and restores?

restores here is correct, the subject it is attached with is neither which is singular and u need restores from the point of view of subject verb agreement

A verb after "either" or "neither" will be singular. That is the reason restores is to be used. Hope that helps.

"devices" = help... this eliminates B & D.

"neither" is singular, so "restores" is correct... this eliminates C. plus C is too wordy.

its now down to "but" vs "and", where "and" changes what the author is saying... this eliminates E.

the correct answer is A.

Devices such as hearing aids, which amplify sounds and cochlear implants, which stimulate the auditory nerve directly, help people hear, but neither restores hearing to normal.

Rewrite the sentence: A and B help people here, but neither restores hearing to normal

If a is correct then it should be restores because Either Or Neither agrees with the subject when not used in the starting of sentence, Here Neither is pointing to hearing aids or cochlear implants and both are plural subjects
