Nice Question. I liked the language of this question.
We need to find the number of homes that were remodeled last year and the age of such remodeled homes is less than 10 years.

Statement -1---> 62 percent of the homes in City X are less than 10 years old.
Insufficient because this statement does not tell what percent of these 10 years old houses were remodeled last year.

Statement -2---> 32 percent of the homes in City X have been remodeled in the last 10 years.
Insufficient because this statement does not tell two things:-
a) No of houses remodeled last year
b) Age of the remodeled houses


Statement -1 & 2 Combined---> 62 percent of the homes in City X are less than 10 years old & 32 percent of the homes in City X have been remodeled in the last 10 years
We know that 62% of houses age less than 10 years but we do not know what how many of 10 years old houses were remodeled last year.
Thus Insufficient


So the answer is E.

But the other questions are not exactly GMAT-like, and that's also wasting time. I do agree that you are risking an accurate assessment, but I am willing to gamble that over GMAT-like questions. I will instead use MGMAT CAT, and GMAT Club tests to estimate my GMAT score.
