This is how I thought.
B & D - Redundant words - many , increase.

Left with A, C & E

A - Not a good construction. "However much ..."
Compare C & E
E - Eliminate - too wordy when compared to C.

Hence C is the answer.

Can you please elaborate why the two words are redundant ??

i dont have OE but i think this is a conditional statment

"it is unlikely that such legislation [color=red]would result [/color]in a decreased overall "

so we can not use future tense - B &D out.

E looks too wordy

C- is changing the meaning by using "can"


i am poor at SC, if someone can come up with better explanation.

It HAS to be A . Everything else changes the meaning.

'However much' is not the same as 'Although', 'Even though' etc.

There is a good section on spideys notes about However much and a similar problem.

However much ios quite idiomatic. Nothing wrong with it.
I had doubts only about "are able to increase". Indeed we can say"can increase" and it will cound better.
BUT B,C,D change the meaning of the original sentence.
E is wrong because of "the amount of support"
