IMO A.
(A) it and apply primer before applying the paint
(B) it and prime it and paint it -- use of "and" is redundant here.
(C) it, then prime it, then paint it -- use of "then" is redundant here.
(D) the surface and apply primer before you
apply paint to the surface -- New Actor is not required.
(E) the surface, apply primer to the surface and then paint it -- "apply to" is idiomatic but better to use "apply primar"

A,

A has "it" but you are supposed to assume that you dont sand paint.

I would go with D

A,B, C are out since IT is ambiguouls.
E is out becuase of parallelism. (it is necessary to sand the surface, apply primer to the surface and then paint it

Option left for me is D.

I chose D

The underlined has pronoun reference error with "it". Hence A,B,C is out. Between D and E, E is very wordy and usage of "surface" twice is not needed. Its one single action.

In order to evenly and effectively paint a rough surface, it is necessary to sand it and apply primer before applying the paint.
(A) it and apply primer before applying the paint
(B) it and prime it and paint it
(C) it, then prime it, then paint it
(D) the surface and apply primer before you apply paint to the surface
(E) the surface, apply primer to the surface and then paint it

A.

B => multiple ands makes the order irelevant
C => then is awkward
D=> you refers to ?
E => then is present again and surface twice makes it out.

I guess E is the best. Though it is wordy but clearly conveys the sequence as well as is clear

It should be E for the following reason.

A and D convey as if sanding and applying primer can happen in any order but these should be done before painting.
B and C are ungrammatical.
E clearly conveys the sequence in which sanding, applying primer and painting should occur.

I go for E because

A fails to maintain the parallelism sand,apply,applying
B It is ambiguous
C awkward by introducing 'you'
D sentence is wordy and and redudandant usage of surface
E maintains the parallalism and fairly placed the sequence of event

I guess, the use of surface twice in E is redundant.Earlier, I also chose E but now see dat A conveys the right sequence as well as it is concise

mmm, I see now that E seems to be redundant

However, I don't see the //ism in A: for me "before applying the paint" doesn't follow the structure in the sentence...

I really hate this kind of questions...
