A. same as underlined
B. About twice a month, when enough evidence had been accumulated, the police would feel obliged to stage a raid
C. About twice a month, on having accumulated enough evidence,
D. Twice a month, having accumulated enough evidence,
E. Having accumulated enough evidence about twice a month,

Q1 -- Can a sentence begin with Having
Q2 -- in these type of sentences, is there any trick to realize that the clause "enough evidence having accumulated" is modifying About twice a month or the police ???

Ya Sentence CAN begin with HAVING though " generally" we dont start a sentence with HAVING but in GMAT land it can start as their is no rule that states that sentence cannot start with HAVING. I will soon post the link from webster dict. to conform my ANS.

The ans for this this question shud be E.
If i am wrong plz correct me.

Well I dont know .. Y OA is C. If you flip C u will get E. you have to just flip C. I am sorry Taklu but I still think E should be the ans. Well May me the senior members of this forum can enlighten us with some explanation.

When I first read it I thought it was E. But knowing that OA is C I have done further analysis and I realise that C is the best answer. I think it has to be C because of the use of WOULD. This is conditional, so there has to be a condition.

Let's rephrase: the police would feel obliged to stage a raid about twice a month IF the police had accumulated enough evidence. The only answer choice that has the same meaning is C.
If we had the option:
"About twice a month, if enough evidence had been accumulated, the police would feel obliged to stage a raid" it would have been easier. But the author chose "on having" instead of if + passive voice. It makes awkward, but I think it is the best answer.

Choices B, D , E and A all give the impression as if the police accumulates evidence only twice a month and then a raid takes place. But what we mean is " the raid takes twice a month mostly, after enough evidence is gathered".

C is correct because it makes this relationship clear by saying " on gathering" enough evidence, the police carries out raid twice a month.

Hmmmm

"... on having accumulated enough evidence, the police ... " -- doesnt it indicate that the police has accumulated the evidence

In option E, 'about twice a month' comes in the middle when it should occur at the beginning of the sentence.
The problem with option A is that the phrace 'enough evidence having accumulated' is not properly linked to the subject 'the police'.
Options C and D correct this problem but D slighly changes the meaning of the sentence by deleting the word 'about'.
Hence, C looks like the best answer.
