British India - Who

Before its independence in 1947, Britain ruled India as a colony and they would relinquish power only after a long struggle by the native people.
a. Before its independence in 1947, Britain ruled India as a colony and they would relinquish power
b. Before independence in 1947, Britain had ruled India as a colony and relinquished power
c. Before its independence in 1947, India was ruled by Britain as a colony and they relinquished power
d. Before independence in 1947, India had been ruled as a colony by Britain, which relinquished power
e. Before independence in 1947, India had been a colony of the British, who relinquished power
I was able to narrow down between D and E. I ultimately chose D because "Who" is used for people only and thought that was a bigger mistake than the wordiness. Can someone explain why "who is okay for a country?" Can who be used for any other subjects other than people?

It is Britain in 'D' and 'British' in 'E'. You may have overlooked it, 'British' - race or nationality and not a country, hence 'who' makes sense..

A - they is not in agreement.
B- good
C-again they is not in agreement
D-passive voice
E-who is not in agreement with the noun britian
So, i would go with B. but what is the correct answer?

I agree that the choice is between D and E, because the indipendence refers to India. Anyway I believe OA is E. D seems redundant in that it says that India had been ruled as a colony...had been a clony is more direct...moreover, who refers to British, which stands for British people, so it is correct
