B and C - "which" spoiler.
D - has modifier issue. "The act of congress" should be plced close to the date.
E - has || problems. approved is not || to establishing
A is the best

the best way to answer such questions is to look at the core structure of the sentence.
the act of congress that made provision .. also established the library
now look at E with the same eye. this is what you get.
the act of congress that made provision .. also establishing the library
we have two problems with E.
1) parallelism. the act made .. also establishing
2) change of meaning. the act made provision .. also establishing library
original meaning: the act made provision AND established library.
E: the act made provision, thereby establishing library.
A is the correct choice.
