I earned a 3.0 GPA at a top 50 US private school, though my major school (International Relations) was rated in the top 5 nationally. Thoughts? Any no chancers on the list? Recommendations?

Your work experience is excellent. Your UG GPA is a bit of a negative, but it doesn't knock you out of consideration. Were there extenuating circumstances that could be explained in an optional essay? It's hard to recommend other schools and/or comment on your fit with your targets without knowing anything about your career goals.
