There is another option which MUST be true.
Think - Does "undesirable" mean "no need" as in D ?

This looks like a question from the Korean site. I felt that the question had a problem. The authur says that the need is undesirable. I think it should be desirable. The conclusion contradicts what is mentioned. I just ignored the part "undesirable" and went on to choose A

Here is my logic

if A then B means A is not the only sufficient condition. It is one of the necessary conditions. If not B then definitely not A

B - Just because teachers emphasize international orientation during teaching does not guarantee leadership of the country
C - Can rejected for the same reasons B is rejected
D - This contradicts what the author is saying ( if you get rid of "undesirable)
E - Public reports have stressed better understanding of the international affairs and have not mentioned how to achieve that.
