D. Quakers were repelled by corporal punishment, Quakers suggested that the penal system be reformed.

the ans wud be... C

reason: this is a case of MODIFIER... and what should start at after the coma, must be QUAKERS....


between C and D ..the later is simply excess in words and is in passive form.... the use of ''that'' makes it more confusing and less precise...
