Tough choice between C and D
Will go with C (though D still stares at me  )

In the original sentence:
the idea of penitentiaries were reforms of the penal system by Quakers.
means that penite...s introduced by Quakers reformed the penal system
My guess is C comes closest to this and Do would have been correct if :
Quakers suggested that the penal system be reformed by penitentiaries

For this question: I am not quite sure about the OA.

1) repelled by ....., Quakers or the (idea) of penitentiaries.

How can a person (Quakers) was repelled by bodily punishments?
My common sense is penitentiaries was repelled by punishment

Or my understanding about verb-ed mod. is wrong?

A Person can be repelled by a practice - Quaker (the person) was repelled by maiming and Branding (the practice). i.e., Quaker disliked the practice of maiming and branding.

Penitentiaries (i.e. imprisonment) cannot be repelled by the practice maiming and branding, i.e. it does not make sense to say that imprisonment disliked maiming and branding.

16. Repelled by bodily punishments such as maiming and branding, the idea of penitentiaries were reforms of the penal system by Quakers.

(A) the idea of penitentiaries were reforms of the penal system by Quakers
(B) penitentiaries were ideas for reform of the penal system suggested by Quakers
(C) Quakers suggested the penitentiary as a reform of the penal system
(D) Quakers suggested that the penal system be reformed as penitentiaries
(E) the penitentiary was suggested to be a reform of the penal system by Quakers

Solution:

The opening phrase obviously needs to modify Quakers
So we eliminate A, B & E

Between C & D
D seems to be altering the meaning of the sentence – the whole penal system is being reformed instead of penitentiary being a reform to the penal system
So that leaves us with C.

KarishmaB Ma'am

I understood your explanation of D.

However, in C I have one doubt. C says that Quakers suggested the Penitentiary as a reform of the penal system.
Isn't the comparison illogical? How can a prison be suggested as a reform of a system?

Please share your two cents.

We don't need to be too literal. Penal system consisted of bodily punishments. Then it was reformed and penitentiary came into being.
So penitentiary was suggested as a reform of the penal system.

Hello expert,
Could you help on E? I think the opening modifier “Repelled” should modify “prison”, but not a person.
It is so weird and need your ideas. Much thanks.

Hi Mavisdu1017.

In this context "repelled by" means "disgusted by" or "horrified by."

So, we can see that people, such as Quakers, not a prison, would be "disgusted by" or "horrified by" something.
