The original sentence says that "Temporary-employment agencies benefit not only from the DEMAND, but also from REQUESTS/PROFESSIONALS/PROFITS. If they benefit from from DEMAND, they safely can benefit from REQUESTS.

But I agree with your logic.

A and B are incorrect for the reason previously given.

E is that best of the other choices because it most clearly implies that the agency benefits most directly from the "profits" rather than the "requests" or" professionals"
