this is a classic question and test "not only........but also" and "use of models".
Models ("will/can/should/would/could/should/may/might/ought") never take singular verbs. they always accompained by plural verbs. lets see the above sentence in two forms:
A. The computer software being designed for a project studying Native American access to higher education
will not only
meet the needs of that study, but also
will has the versatility and power of facilitating similar research endeavors............ incorrect
B. The computer software being designed for a project studying Native American access to higher education
will not only
meet the needs of that study, but also
will have the versatility and power to facilitate similar research endeavors...................correct
A has another flaw too i.e. preposition ("of"). "power to" is better than "power of".
