I choose B b/c will have vs will has. Just reading it a few times kinda diminishes A. Also I dont particularly like of facilitating at the end of A.

Here it says that ¬‘ will  not only  mean ,  will  but also  has ). ‘ Will has’  is grammatically wrong and  ‘will have’  is the correct expression. In D, ‘ and also’  is unidiomatic. I went about this a little differently. There is a 3/2 split here. Choices A, D and E are not idiomatic because of the usage "power of facilitating" or "and it also".

Between B and C, "have" will be used since we are using a future construction. Also "but it also" is really not required and we can simply use "but also"
