I'm a native middle eastern. So I will try to help with some info. If you want to return to Gulf Area. So it depends a little. SAID will help MORE you in UAE, Bahrain and Oman as they like the British universities. KSA, Kuwait and Qatar tends to American universities. it is not absolute fact.
The choice is between SAID or UCLA to help you. But if cost is a major factor for you so you need to consider Oiln. In both situation, trust yourself and your experience.

if I were to choose, I would choose UCLA as job market, career service, visa, start up teaching and experience are more powerful than UK. Utilizing Alumni network, UCLA may be more effective. You can go to UCLA website to check its alumni network or even contact the career management to be sure. Also, the start ups in CA is stronger which may help you penetrate the GCC market after acquiring experience in the USA.
