Your question seems to be more like should you play hard-to-get. The answer is no. If the school allows additional materials, craft something good and send it. Get another recommendation letter from someone who knows you in a different capacity than your original recs. Let them know that should they give you an offer you will definitely help their yield and accept (don't say the yield part). Basically they've left the door open a tiny crack, you have to do anything and everything to pry that door open.

As mentioned, this all assumes the school allows additional material. If they don't, then follow the directions and do nothing.

The letter don't say much except "Blah... Blah..., placed on wiatlis, if you have any question regarding the wailist, please contact us". I also know that many people with lower GMAT get in, so I don't know what wrong with the applicaion process and don't know should I take initiative to show my eagerness or not at all.

The schools that don't want you to contact them (e.g., HBS, Wharton) are very clear about this point. So if they haven't said not to contact them, you definitely should. Which school is it?
