B) lower than two hundred and less
C) lesser than two hundred and fewer
D) fewer than two hundred and less
E) of fewer than two hundred and of fewer

I found this question good for clearing concepts on less/few/fewe....

A it is.

Less is used appropriately to modify the population stats and fewer to modify countable nouns.

I think,use of lower and lesser is inapp in this case as there is no case to compare the population with another period.

Another rule of thumb is ,

less is generally used with singulars and fewer with plurals.
