I'll post the OA as soon as somebody gives the correct answer with explanation :)

Edit: FYI, this question has appeared on a previous GMAT exam.

Is the question from an official guide? If not, and if it is indeed from an older GMAT exam, you should probably delete this post.

I changed part of the non-underlined part. Is that OK or should I del?

I don't know, but GMAC has recently sued some message boards (scoretop.com) for disclosing questions from actual GMAT's.
If this question is from material that's in a book or some other form sanctioned by GMAC, then it's probably OK.

It's NOT a good idea to disclose questions from actual GMAT's.

It's from a paper test before Pearson Vue took over, then I changed part of the sentence.

Referring time period in past – require simple past.

B. During the 1980's it is estimated that approximately $50 billion in private investment capital left Mexico and added
C. It is estimated that there was approximately $50 billion in private investment capital that left Mexico during the 1980's and added
D. It is estimated that during the 1980's approximately $50 billion in private investment capital left Mexico, adding
E. Approximately $50 billion in private investment capital is estimated as having left Mexico during the 1980's, adding (as having left - is not clear – eliminate it)
