Is a partial scholarship a bad sign re: fellowship chances?

Good afternoon all,

I've received word from four of my six Consortium schools so far. Very excited to have been admitted to two: Michigan and Georgetown.

I'm wondering whether you guys think the fact that Michigan offered a $30k scholarship at the time of admission means the school has decided against offering me a fellowship. It makes sense if so. Why would Michigan offer a partial scholarship and then later offer a full-ride fellowship? Instead, I think it's likely the school decided "he's not going to get a fellowship, so let's offer him this scholarship instead."

Georgetown, on the other hand, wrote in its letter that as a Consortium applicant, I would receive word about any financial aid in March. That seems like a better omen for a fellowship.

I don't mean to seem ungrateful for the Michigan scholarship! I was very excited to get it. Just wondering about the club's thoughts on a possible relationship with fellowship offers.
