narrowed down to C&D ( those, employing participle ponstruction (legal connotation)). Eliminated D for being non idiomatic (prihibiting that any...)

A is fine I would say. C isnt idiomatic and misplaces the use of sale.
let us kow the right answer.

I also voted for A. ( by intuition)

The key is: prohibit SB from doing st and prohibit ST
You cannot prohibit medicine from being taken by patient SO A is wrong
It take me time to find out the logic.
