From parallelism, "doubling" should be used. Therefore, B and D are the only options. Between "staff members of the claims department" and the "staff members in the claims department", the latter is better.

Hence B.

One more for B.
Besides parallelism, "number of" also makes a difference in B and D.

I choose A. Now, that is why?

The use of "doules/doubling to 250 the junior staff" is much better than that of "doules/doubling to 250 the number of junior staff". In reality, we normally say "300 people" rather than "300 the number of people".

B would be perfect if "the number" is deleted.

Please share your view.

"doubling to 250 the number of junior staff members in the claims department" is unheard of!!! May anyone can help
