In all honesty, and this is just my opinion, I don't think the IR matters very much and probably was not the reason for your being wait listed. NYU's average GMAT for admitted part time students is 670. A 660 places you just under the the average. Based on your IR score, I'm going to assume you scored higher in verbal than in quant. If that's the case, that could have been it as well, but again, I'm just speculating.
I'd say take it again and shoot for 690-700 with a focus on the weaker section.
