OA - C indeed, do not knw y this is not going in my head

expanses of green suburban neighborhoods -- is this not modifying New Jersey

I will also go for C. The reason D is wrong because it is not appropriate to use double negatives. For example:

1) I do not like fishing and not dancing.----> wrong because using double negatives is not allowed.

2) I do not like fishing and dancing.-----> correct because it is implied that the negative is also applied to the dancing.

Another example:

3) I do not like to eat raw food and nothing spicy.----> wrong because "nothing" creates a double negative.

4) I do not like to eat raw food and anything spicy.-----> correct because the negativity is already implied on "anything spicy."

so in option D, you can't say, "WITHOUT natural predators and NO hunting allowed?"

It's better to say, "Without natural predators and hunting allowed."

I think New jersey correctly modifies the phrase "expanses of green suburban neighborhoods".
The problem is with the arrangement of the sentence as such .

Without natural predators and no hunting allowed in expanses of green suburban neighborhoods, New Jersey has a deer population that wildlife officials estimate to have grown to exceed 175,000.

Without natural predators and no hunting allowed in expanses of green suburban neighborhoods, New Jersey
-> This is OK

deer population that wildlife officials estimate to have grown to exceed 175,000.
->must be closer to the population.

Reaaranging the sentence will fix teh modifier issue.
According to the wildlife officials deer population in New Jersey, without natural predators and no hunting allowed in expanses of green suburban neighborhoods,has estimated to have grown to exceed 175,000.

D also contains flaw in logical meaning. Natural predators of New Jersey? No! Natural predators of deer.

C is best because the initial clause clearly modifies deers.
