IMO C is the answer here
the problem deals with the modifier error
D is incorrect because it means that New jersey is without Natural predators which onlviously does not make sense here
so C is the correct choice what is the OA for this

D has several modifier issues + population is singular .So "has" is required.
OA - C indeed, do not knw y this is not going in my head
expanses of green suburban neighborhoods -- is this not modifying New Jersey

I think New jersey correctly modifies the phrase "expanses of green suburban neighborhoods". The problem is with the arrangement of the sentence as such .
Without natural predators and no hunting allowed in expanses of green suburban neighborhoods, New Jersey has a deer population that wildlife officials estimate to have grown to exceed 175,000.
Without natural predators and no hunting allowed in expanses of green suburban neighborhoods, New Jersey -> This is OK
deer population that wildlife officials estimate to have grown to exceed 175,000. ->must be closer to the population.
Reaaranging the sentence will fix teh modifier issue. According to the wildlife officials deer population in New Jersey, without natural predators and no hunting allowed in expanses of green suburban neighborhoods, has estimated to have grown to exceed 175,000.
With no natural predators and expanses of green suburban neighborhoods that allow no hunting, wildlife officials estimate the New Jersey deer population to have grown to exceed 175,000.

D. Without natural predators and no hunting allowed in expanses of green suburban neighborhoods, New Jersey has a deer population that wildlife officials estimate to have
E. Without natural predators and with expanses of green suburban neighborhoods where there is no hunting, wildlife officials in New Jersey estimate a deer population that has
Why is D wrong? Plz xplain

D also contains flaw in logical meaning. Natural predators of New Jersey? No! Natural predators of deer.
C is best because the initial clause clearly modifies deers.
