Even today, a century after Pasteur developed the first vaccine, rabies almost always kills its victims unless inoculated in the earliest stages of the disease.

(A) its victims unless inoculated
(B) its victims unless they are inoculated
(C) its victims unless inoculation is done
(D) the victims unless there is an inoculation
(E) the victims unless inoculated

Yeah it is between "B" and "C". both are passive voice - b with "they" direct object and c with "inoculation" indirect object.

well i am with "C".

I will be go with 'B' - becos 'they' in 'B' clearly refers to the victims that are getting inoculated

In option B is "they are inoculated" correct? Should it not be "they have been inoculated"?

Can someone please explain... :?

I agree with B as OA. "Rabies" is one of those words which can be singular or plural. Knowing that in this context it is taken as singular, "its" properly refers "victims" to "rabies", a singular noun, whereas "they" properly refers to "victims" and there is no ambiguity in pronoun reference. I remember some old SC whereby "impersonal" structure is wrong. What differentiate B from C is that C has precisely that "impersonal" construction: There is no direct causal-link b/w the inoculation process and the victims in question. C says "inoculation is done", but on who? That is what is meant by impersonal structure.
